Chris RaczkowskiChairman of the Board, Founding Partner of Azure International
"Chris has twenty years of professional experience within both large multinational corporations and start-up companies in the US, China, Southeast Asia and Europe. Responsibilities have included R&D in the energy sector, manufacturing process engineering, quality & reliability assurance, operations management and trans-national project management in the US, Europe and Asia. He has planned, managed and completed the transfer of various manufacturing operations into China, Singapore and Indonesia. Also, he has led activities for investment, deployment and commercialization of multiple clean energy technologies in China and Southeast Asia.
Mr. Raczkowski holds B.S. and M.S. degrees in materials and mechanical engineering from Harvey Mudd College in the United States, and an MBA from TiasNIMBAS Business School in the Netherlands."
Juanli HanDirector of Strategic Development, Founding Partner of Azure International
"Juanli has sixteen years of management, entrepreneurial and consulting experience across industries in China and Europe, with the last eight years focused on sustainable energy and related sectors.
She assisted a number of MNCs with business and manufacturing start-up operations in China in the mid-90s. From 2001- 2003, Juanli founded & led a consultancy in the Netherlands advising Dutch SMEs on China market entry strategy. Besides providing guidance on project development, staff coaching, business development, and advising Azure's key clients and partners on China strategy, Juanli is also responsible for leading the development of Azure Europe and is currently based in Germany.
She holds a BA from China and an MBA from the Netherlands."
"Hubert is CEO at Azure International, specializing in due diligence of renewable energy projects as well as cross-border technology transfer partnerships. Hubert’s initial expertise lies in the field of wind resource analysis, including installation of wind monitoring equipment, wind data collection and technical feasibility studies.
During more than twelve years at Azure Hubert has been working extensively with turbine manufacturers, part suppliers, project developers, local government officials, design institutes, grid companies, investors and local and international technical experts, and in the process has become very familiar with wind and solar project planning process, design and challenges.
Hubert has led a large number of due diligence projects on wind and PV portfolios covering assessments of companies, wind and PV resources, project approvals, wind turbine technology, project financials, detailed curtailment modeling / forecasting and grid off-take risk analysis etc. As part of these activities, Hubert has conducted technical assessment of grid off-take / curtailment risk for a number of wind and PV farms in China, including detailed modeling of production per type of power plant, map of current and planned distribution networks, regional demand hourly patterns, grid company dispatch mechanisms, and hourly modeling to quantify and forecast curtailment moving forward.
Hubert has also led a number of market entry projects, developing strategies to introduce new technologies in China, helping western technology providers to identify and secure best fit strategic go- to-market industrial partners, as well as managing these relationships and executing strategies moving forward.
Hubert has graduated with a MS in Engineering from the French Ecole Centrale de Nantes. Based in Beijing for more than twelve years, his Chinese skills allow him to work and communicate in Chinese in every day work."
Wang RuguiSenior Power Sector Business Advisor
"Rugui has 33 years of experience in the power industry. He has held several senior management positions at the Electric Power Industry Bureau of Jilin Province, the Machinery Manufacturing Bureau of the State Power Corporation, and China Huadian Corporation. Since 2010, Ruigui has been General Manager and Party Committee Secretary of Huadian Heavy Industry Co., Ltd (brand of Huadian Group—one of China Big 5 power utilities). And in 2015, he led the company’s CNY 1.5 billion A-share IPO. In 2017, Rugui left the stage of state-owned enterprises to found Beijing Huily to focus on R&D, promotion and sales of artificial intelligence technologies and products in the power system.
He is also Vice Chairman of the China Heavy Machinery Industry Association and recipient of the National Electric Power Industry Outstanding Entrepreneurs and State Council Special Allowance awards.
Ruigui has a bachelor’s degree in mechanical engineering from Xi’an Jiaotong University, a master’s degree from Tianjin University Administrative Engineering School, and an EMBA from Tsinghua University."
Sebastian MeyerDirector, Research
"Sebastian has covered China's wind industry since 2004, and has built up a successful research and advisory practice focused on the alternative energy space. Prior to coming to China, he worked in London specializing in due diligence supporting project finance and M&A transactions related to alternative energy.
He also worked in the transition economies of Europe through the 90's heading the Warsaw equity research team and covering industrial manufacturing companies and privatization programs for Creditanstalt Investment Bank. Sebastian specializes in debt and equity financing, project finance, equity research and valuation, mergers & acquisitions, market intelligence and management consulting for alternative energy and transitioning economies.
He holds a Commerce & Business Administration degree from the University of British Columbia in Canada and Copenhagen Business School in Denmark."
Luo MaofengSenior Business Development Advisor
"Maofeng is a Senior Business Development Advisor for Azure, supporting business development activities in China and Hong Kong to support Azure's projects, partners and clients. With many years of experience in Chinese State Owned companies and renewable energy companies, he has deep understanding of and rich network in Chinese and international power infrastructure and renewable energy industries. Maofeng graduated from Dalian Science & Technology University with a master degree of civil engineering and is a chartered civil engineer in UK (CEng, MICE). He worked on international infrastructure projects leading overseas project development and business development at China Harbour Engineering Company from 1990 to 2007. Since 2008, Maofeng is Vice President of investor relations for China WindPower Group (today Concord New Energy).
Stephen TerryDirector Finance & Investment, Founding Partner of Azure International
"Stephen is responsible for corporate finance and business development for Azure and its partner and portfolio companies. He has almost two decades of experience in cross border investment, M&A, corporate structuring, venture capital, business development, and energy project development.
From 2004 to 2006 he served as CFO of Azure partner Synthesis Energy Systems Inc. where he successfully led several rounds of financing and public listing in 2005. He also served as the CEO of BioQi International, constructing waste water treatment and biogas projects in China and Southeast Asia. Prior to joining Azure, Terry spent six years with Goldman Sachs and also served with the United Nations Industrial Development Organization, focusing on Chinese SME development.
Terry holds a bachelors in engineering from the Massachusetts Institute of Technology and is a Chartered Financial Analyst. He is proficient in Mandarin and Spanish."
Sharon FengResearch Director / Lead Researcher, Analyst
"Sharon is Business Development Manager and Senior Market Researcher at Azure specializing in China market research and project management. With more than ten years working experience within large MNCs (multinational companies) in China and almost ten years of experience dealing with Chinese governments and SOEs, Sharon has developed deep knowledge of Chinese business culture, excellent communication skills and a rich network within the Chinese power markets.
Sharon has had extensive overseas living experience. She is a native Chinese Mandarin and Cantonese speaker, fluent in English and knows basic communication in French."

Zhang ZiguangDirector of Engineering / Lead Engineer, Project Manager
"Ziguang has more than ten years of experience in the Chinese onshore and offshore wind Industry, working with market leading international and local companies.
Starting as a mechanical engineer at Nordex, Ziguang moved on with positions as procurement engineer and project manager at Azure International where he has been for the past 8 years.
Ziguang specializes in cross-border projects in the wind sector, acting as a lead coordinator between western and Chinese engineering teams, identifying communication bottlenecks and keeping schedules on track despite language, culture and time zone differences. Having worked on a large number of technology as well as due diligence projects, Ziguang is familiar with all the challenges that pertain to developing wind farms or manufacturing wind turbines.
Ziguang is fluent in English (working language) and Chinese (mother tongue)."
Ruby SunDirector of Accounting & Administration
Ruby has over five years of experience as director of the Accounting & Administration department at Azure International. She has led and developed an internal team to support areas in finance, business planning and budgeting, human resources, administration and IT. Under her direction, the team supports Azure's financial objectives through sound financial analysis and recommendations, forming the company's overall organizational strategy and direction.
Chang XuDirector of Quantitative Modeling / Lead Analyst, Engineer
"Chang Xu has more than 8 years of professional experience working with foreign companies in China, including 5 years working as combined engineer and market analyst in the China renewable energy sector at Azure.
Chang Xu has a unique combination of engineering skills with strong knowledge of the China power sector which enables him to rapidly understand and assess projects and policies from a technical perspective. Chang Xu specializes in researching and securing data enabling quantitative analysis of project opportunities and risks, helping to navigate the complex and changing landscape of the Chinese new energy sector.
At Azure Chang Xu has developed a specialty in power data research and energy balance calculations enabling to forecast curtailment risk for wind or PV projects in China. He has supported the technical assessment of grid off take / curtailment risk for a number of wind and PV farms in China, which involved securing all power production, consumption and grid data for selected regions in China, compiling data and performing pipeline and approval analysis to predict future trends, analyzing data involving wind power curtailment and bottleneck forecast software and conducting final analysis for summary reports and final review meetings with clients.
Chang Xu is also lead reporter for the Azure weekly China Cleantech News. He is fluent in English (working language) and Chinese (mother tongue)."
