Three Gorges New Energy plans to build 700MW PV + Chinese herbal medicine combo project in Shanxi Province

Three Gorges New Energy has revealed plans to construct a PV + Chinese herbal medicine combo project in Changzi County of Shanxi Province.

The project investment is expected to be around RMB 2.52 billion. The proposed photovoltaic station is to be located in Shizhe Town, on the barren mountain slope of the Zhan Zhang Township, covering an area of about 23,000 acres.

The “Combo” model is an increasingly popular practice to mitigate high land costs. In September 2015, the Ministry of Natural Resources (MNR), formerly the Ministry of Land and Resources (MLR), has made it clear that PV and wind power projects would have to pay higher land prices if they occupy agricultural land. However, later in 2017, the MLR, the State Council’s Poverty Alleviation Office and the NEA jointly issued a new policy, stipulating that “photovoltaic “combo” projects that meet local standards developed by provincial governments, may be determined in accordance with the nature of the original land use without changing the nature of the original land, and no relevant land fees shall be paid”.
