The National Energy Administration (NEA) has released the 2020 Wind and Solar Power Generation Project Construction Work Plan to standardize and organize project construction in an orderly manner, strictly implement monitoring and early warning requirements, and logically arrange for new approved (filed) projects by size based on available grid capacity. The 2020 wind construction plan includes the following:

  1. Priority is given to the construction of non-subsidized on-grid wind power projects. Focus on supporting on-grid and approved subsidized projects to transition into non-subsidized grid parity projects.
  2. Actively support the construction of distributed / decentralized wind power projects.
  3. Suspend competitive allocation and approval of offshore wind power projects in departmental provinces in 2020.

The 2020 solar construction plan includes the following:

  1. Allocate CNY 0.5 billion of the CNY 1.5 billion 2020 subsidy budget for newly constructed projects to user-side distributed solar (calculated based on 1,000 annual utilization hours) and the other CNY 1 billion to centralized solar and C&I distributed solar.
