The Hebei DRC recently issued the “Notice on accelerating the construction of wind power and photovoltaic power generation projects currently under construction” which clarifies grid connection deadline for wind and PV projects.
If the listed projects fail to achieve grid connection within the specified time frame, the construction plan will be cancelled and the corresponding approval and filing procedures will be invalidated.
It is worth noting that for grid parity wind demonstration projects, the deadline for grid connection has been set to December 31, 2021. As for PV projects, it seems that the provincial DRC has taken into account the impact of the COVID-19 epidemic on projects’ grid-connection timeline while also taking the opportunity to further promote grid-parity projects. In fact, the notice states that PV projects (those included in the 2019 subsidy bidding list) that have not been connected to the grid before June 30, 2020 can be voluntarily converted to grid-parity projects and the deadline for grid-connection is appropriately extended to December 31, 2020. While for the 2019 first & second batches of grid-parity PV projects, the grid-connection deadline has been extended to June 30, 2021.
Finally, the notice also clarifies that in the future, any projects that have not started construction or have not had any substantial construction progress within two years of having been approved will have to cancel project construction plan, and free up resources and power grid consumption space in order to give priority to the arrangement of major national and provincial demonstration projects.
