Energy related aspects in Li Keqiang’s 2021 work report


On March 5, China PM Li Keqiang has delivered the 2021 government work report during this year’s “two session” (annual meetings of China's top legislature and its top political advisory body).

Below is a recap of the important energy & cleantech related points mentioned in the work report:

  • Allow all manufacturing enterprises to participate in electricity market-oriented transactions, further prevent unreasonable price increases in electricity use, and continue to promote the reduction of C&I electricity prices.
  • Formulate an action plan for peaking carbon emissions by 2030.
  • Optimize the industrial structure and energy structure.
  • Promote the clean and efficient use of coal, vigorously develop new energy sources, and actively and orderly develop nuclear power under the premise of ensuring safety.
  • Expand the scope of the corporate income tax preferential catalog for environmental protection, energy saving and water saving.
  • Promote the research and development and application of new energy saving and environmental protection technologies equipment and products, and cultivate and expand the energy saving and environmental protection industry.
  • Accelerate the construction of a national energy rights and carbon emission rights trading market and improve the dual control system for energy consumption.
  • Implement special financial support policies for green and low carbon development and set up carbon emission reduction support tools.

In addition, when introducing the main goals and tasks during the "14th Five-Year Plan" period in the government work report, Li Keqiang mentioned two important targets: reducing energy consumption and carbon dioxide emissions per unit of GDP by 13.5% and 18%, respectively (during the 14th FYP).
