Energy regulators publish a notice concerning the inspection of renewable energy subsidy funds

The Ministry of Finance, the National Development and Reform Commission, and the National Energy Administration jointly issued a notice concerning the inspection and verification of the distribution of renewable energy subsidy funds.

The National Renewable Energy Information Centre will be entrusted to carry out technical inspections and verifications of the subsidy recipients beginning August 2021. The document requires that the following elements be verified:

  1. Whether the power grid company strictly follows the "Fund Management Measures" to implement the renewable energy power generation policy;
  2. whether the grid company follows standard management practices and distributes subsidy funds in a timely and fair manner;
  3. whether power grid companies issue subsidy funds in accordance with relevant subsidy policies and appropriation requirements;
  4. whether the grid company has completed the performance evaluation as required;
  5. whether there are incomplete procedures, avoided standard management practices, and inconsistencies between the actual grid-connected installed capacity and the approved (recorded) capacity of the renewable energy power generation project;
  6. whether there is an abnormality in the on-grid power of the renewable energy power generation project;
  7. whether the renewable energy power generation project has reached the reasonable utilization hours;
  8. whether biomass power generation projects have been violating the following rules: the mixed burning of fossil fuels or emissions not reaching quotas;
  9. and public independent system operation status, operation and maintenance cost accounting, etc.
