2020 is the closing year of the 13th Five-Year Plan (FYP) as well as the planning year for the 14FYP.
The NEA has recently began the drafting of the 14FYP for renewable energy, which will roll out the planning and development framework of renewable energy from 2021 to 2025. In the notice released by the NEA regarding the priorities and organization for the drafting of renewable energy’s 14FYP, the NEA has emphasized that “the development of distributed renewable energy is the priority of 14FYP”. The NEA will “strongly push forward the local consumption (Behind-the-Meter) of distributed renewable energy, heating and natural gas (CCHP), and increase the ratio of renewables in the local regional power generation portfolio by integrating new technologies such as energy storage, hydrogen, etc.”
China Renewable Energy Engineering Institute has been designated by the NEA to lead the redaction of the Renewable Energy 14FYP. The preliminary national planning is scheduled to be completed in early April. After integration of provincial planning, calibration and review by different departments, the final draft will be released to the public for consultation in November. The Renewable Energy 14FYP will ultimately be submitted to the State Council for approval in March 2021. (NEA)
