    China offshore 2018

    As 2018 comes to an end, Azure has put together a comprehensive review of China’s offshore wind status. By the end of the year, China had a total of 3GW offshore wind projects in operation, with nearly 80% in Jiangsu Province. But the trend is now clearly shifting towards Guangdong Province which is home to more than 30GW of offshore wind projects in various stages of development, representing 90% of the country's pipeline.     Local DRC pre-approves Shanghai Electric 9.5GW offshore wind projects

    On December 17, 2018, Guangdong Province’s Shantou Development and Reform Commission (DRC) published 10 offshore projects with a total of 9.5GW. (Shantou DRC)

    Shanghai Electric is currently the largest supplier of offshore wind turbines in China. By the end of 2017, the company had supplied more than 1.5GW of offshore wind turbines in China. In 2017, Shanghai Electric and the Shantou government signed a contract to set up the Shanghai Electric Guangdong offshore wind power intelligent manufacturing base in Shantou with an investment of 500 million CNY. After it is completed and put in operation, the base will have an annual production capacity of 200 wind turbines and an annual output value of more than 10 billion CNY. The facility is expected to ship its first wind turbine towards the middle of 2019.

     

     

    Yangjiang DRC approves nine distributed wind projects totaling 230MW

    Nine distributed wind farm projects, totaling 230MW, have been approved by the Yangjiang DRC. The project sizes range from 12 to 40MW. (Yangjiang DRC)

    Jiangsu wind projects to be attributed via competitive bidding in 2019

    According to a new notice posted by the Jiangsu DRC, from 2019 onwards, newly approved centralized onshore wind power projects and offshore wind power projects in Jiangsu Province should all be attributed via competitive bidding mechanisms taking in account proposed on-grid tariff.     Shaanxi DRC releases new bidding mechanisms for onshore wind farms

    The Shaanxi DRC has drafted new measures for competitive bidding of onshore wind power projects within the province in an attempt to promote efficient development of onshore wind power and technology, industrial upgrading, as well as market-oriented development. The measures will be implemented on January 1, 2019 for a trial period of two years. (Shaanxi DRC)

    Shaanxi requires that onshore wind projects be between 50 to 100MW and, for developers, that net assets be above 500 million CNY. Projects that do not meet these conditions will be subject to a 5% decrease in developer-proposed on-grid prices and will be restricted from investment for three years.

    NEA releases 2018 wind power market evaluation results

    The National Energy Administration (NEA) has released the results of the monitoring and evaluation of market conditions for wind power generation in 2018. The results serve as an important basis for promoting continual optimization of wind construction and operation, guiding rational investment and promoting orderly development of the overall wind industry.     l In the "red regions", wind development and construction has been halted (including already approved projects for which construction is suspended)

    l Inthe "orangeregions", construction of new wind projectshas been terminated (No new construction projects have been reported for 2019)

    l Inthe "greenregions" construction is being carried out normally

    While the map below shows color codes on a provincial basis, some cities are treated differently, including Zhangjiakou, Chengde, Xinzhou, Suzhou, Datong and Yulin in Hebei, Shanxi and Shaanxi which are all considered as orange zones despite being in green provinces.

    Jilin adjusts its “13th Five-Year Plan” energy development targets

    According to the new “13th Five-Year Plan”, Jilin’s total installed capacity is set to reach 41.9GW in 2020, an increased of 3.41GW from the previous draft of the “13th Five-Year Plan”.

    Guangdong DRCterminates more than 2GW of wind projects

    Following National Development and Reform Commission (NDRC) requirements, Guangdong DRC released the list of wind projects that are being terminated totaling 2,008MW, of which two are offshore:

    1. Projects that have been approved but have not been built within the project construction period: 187MW
    2. Projects that have been incorporated into the annual construction plan during the “12th Five-Year Plan” period, but failed to be completed as required: 1,434MW
    3. Projects that have been incorporated into the annual construction plan during the “13th Five-Year Plan” period, but failed to be completed as required: 388MW

    Shouhang Resources Saving Company 100MW photo-thermal power station on-grid price set to 1.15CNY/kWh

    Shouhang Resources Saving Company and State Grid Gansu Provincial Electric Power Company have signed a contract for the purchase and sale of a 100MW photo-thermal power station. Approved by the government price department and in accordance with its regulations, the on-grid price of the CSP (concentrated solar power) project is tentatively set to 1.15CNY/kWh. (Sina finance)

    Henan to eliminate 1.5GW of coal-fired power units in 2019

    The Implementation Plan of Atmospheric Pollution Prevention and Control in Henan Province has been released to strengthen the control of total coal consumption. The plan aims to contain the total coal consumption in the province at around 210 million tons in 2019, down about 5% year-on-year (YOY). It also aims to eliminate 1.5GW of coal-fired power units in Henan in 2019, and accelerate the development of wind power by promoting the construction of four 1000MW wind power bases.
